Get a business license
Anyone doing business within Chula Vista city limits needs a city business license — including home-based businesses, out-of-city companies working here, and all professionals.
How to do it
- 1Apply online through the City's business license portal — it's the fastest option.
- 2Prefer paper? You can also apply by mail or in person at the Finance Department counter at City Hall (276 Fourth Ave, Building A).
- 3Running the business from your home? Submit a Home Occupation Permit application together with your license application.
- 4Have your tax ID ready — corporations and LLCs need a FEIN/SEIN; sole proprietors use the last 4 of an SSN or TIN.
Good to know
- All licenses expire December 31 each year — renew annually or close the license if the business stops operating.
- Your business address must be a physical location, not a P.O. Box.
- Using a DBA (fictitious business name)? You'll need proof of filing with the San Diego County Clerk.
Reserve a park, gazebo or picnic area
Chula Vista has over 65 parks and nearly 560 acres of parkland. Small casual gatherings are first-come, first-served — but bigger groups need a reservation.
How to do it
- 1Check availability and book a gazebo or picnic area through the City's online reservation system.
- 2Reserve at least 7 days before your event — you can book up to 6 months ahead, and popular dates fill fast.
- 3You must be 21 or older to reserve a park or obtain a permit.
- 4Bring your permit with you on the day — Park Rangers may ask to see it.
Good to know
- Reservations are required for gatherings of 25+ people, or any group using a vendor (food vendor, jump house, petting zoo, etc.).
- Parks are open 7 a.m. – 10 p.m. unless posted otherwise.
- Gazebo reservations don't include adjacent sports fields — fields and courts are reserved separately.

Get a library card
Library cards are free for all California residents — and unlock books, e-books, streaming, Chromebooks, WiFi hotspots, LinkedIn Learning and more.
How to do it
- 1Complete the online application first to save time.
- 2Bring a photo ID and proof of your current address to any Chula Vista Public Library branch.
- 3Accepted proof of address includes a driver's license, utility bill, payroll check, car registration or car insurance.
Good to know
- Books, magazines and CDs check out for 21 days and auto-renew up to five times when eligible.
- Adults 18+ can borrow Chromebooks and WiFi hotspots for 7 days.
- Not a California resident? A card is $20.
Get rid of bulky items (mattresses, furniture, appliances)
Old couch, mattress or fridge? Chula Vista trash customers get free bulky-item collection and free landfill passes — no need to dump or pay a hauler.
How to do it
- 1Schedule a free bulky-item pickup through Republic Services — online or by phone at (619) 421-9400.
- 2Rather haul it yourself? Request your two free landfill passes (plus two yard-waste passes) per year for the Otay Landfill — call (619) 482-4024 or pick them up at 891 Energy Way.
- 3Passes are good for 90 days and cover up to 1 ton per load.
Good to know
- Otay Landfill is at 1700 Maxwell Road — open Mon–Fri 7 a.m.–4 p.m., Sat 8 a.m.–3:30 p.m.
- Hardhats are required at the landfill (sold at the booth if you don't have one).
- Keep recyclables separated in your load: metal, appliances, clean wood, concrete and yard waste.
Get an RV / trailer parking permit
RVs, motorhomes, boats and trailers can't park on Chula Vista streets without a permit (except while actively loading or unloading) — but a resident permit is only $2 a day.
How to do it
- 1Buy the 24-hour permit online, or in person at the Finance counter at City Hall (276 Fourth Ave, Building A).
- 2Online applications take up to 72 hours to process (business days only) — plan ahead; in-person permits are processed same day.
- 3Have proof of residency and vehicle ownership/control ready.
Good to know
- Maximum 3 consecutive days per permit, and 72 permits per residence per year.
- Residents can also buy permits for visiting guests with RVs.
- Covers motorhomes, campers, travel trailers, boats and jet-ski trailers, off-road vehicles and utility trailers.
Report an abandoned vehicle
A vehicle left in the same spot on a public street for more than 72 hours can be reported and may be towed.
How to do it
- 1Report it through the free ACT Chula Vista app (iPhone/Android) or the City's online service-request tool.
- 2Include the exact location plus the make, model, color and license plate if you can — photos help.
- 3You'll get a tracking number and status updates as the request moves through.
Good to know
- Vehicles with registration expired over six months can be impounded without notice.
- Inoperable or dismantled vehicles on private property (visible from the street) are a Code Enforcement issue — call (619) 691-5280.
- Emergencies always go to 911; ACT Chula Vista is for non-emergencies only.
Apply for a passport
The Chula Vista Public Library is an official passport acceptance facility — appointments are offered at the Civic Center and Otay Ranch branches.
How to do it
- 1Book an appointment online — slots for the next business day are released after 5 p.m. and typically fill within about 20 minutes.
- 2Each applicant needs their own appointment (a family of 4 = 4 appointments).
- 3Before you go, check the U.S. Department of State site for current forms, photo rules and fees.
- 4Bring completed application documents, ID, and payment to your appointment — walk-ins are not accepted.

Adopt a pet
The Chula Vista Animal Care Facility always has dogs, cats and small animals looking for homes — and adoption fees include spay/neuter, microchip and vaccines.
How to do it
- 1Browse available animals online, then visit the Animal Care Facility to meet them.
- 2Complete the adoption application — adopters must be 18+ with current, verifiable ID, and live where pets are allowed.
- 3Bring the whole family (and your current dogs) for dog meet-and-greets.
Good to know
- Dog adoption: $85 ($95 puppies under 1 year; $35 seniors 7+; $25 long-term residents). Includes spay/neuter, microchip, vaccines — and a FREE one-year license for Chula Vista residents.
- Cat adoption: $65 ($35 seniors 7+; $25 long-term residents; 2-for-1 kittens).
- Rabbits $25, rodents $10, birds from $25.
License your dog
All dogs in Chula Vista must be licensed and vaccinated against rabies — and it's now done online in a few minutes.
How to do it
- 1License online through the City's partner DocuPet, or by mail, phone, or in person at the Animal Care Facility.
- 2Have your dog's current rabies vaccination certificate and proof of spay/neuter ready.
- 3Choose a 1, 2 or 3-year license.
